Overview
Salmon and sea trout angling in Ireland is one of the most carefully regulated forms of recreational fishing. The rules are not fixed: every significant element of the framework — season dates, bag limits, and each river’s open or closed status — is reviewed against scientific advice each year by Inland Fisheries Ireland (IFI) and set by Statutory Instrument. What follows is the best available summary as of the 2026 season. It will change. You must check IFI’s current regulations every year before fishing.
Licence Requirement
A State salmon and sea trout rod licence is required to fish for either species anywhere in Irish freshwaters or in the tidal reaches of rivers. Licences are issued by IFI and are available online and from authorised distributors. A sea angling licence is not sufficient. Fishing without the correct licence is an offence under Irish fisheries law.
Gill Tags, Logbook and Catch Reporting
Licence holders fishing where harvest is permitted are issued blue plastic self-locking gill tags; some rivers also require an additional brown tag. A tag must be affixed to:
- Every retained salmon (regardless of size)
- Every retained sea trout over 40 cm
Tags must be applied immediately on retaining the fish and before moving from the location of capture. Anglers are also required to keep a logbook recording all catches (including returned fish) and to return the completed logbook to IFI at the end of the season. Failure to comply with tagging and logbook requirements is an offence.
River Classification (Open / Catch-and-Release / Closed)
Each of Ireland’s approximately 144 salmon rivers is assessed annually against its scientifically estimated conservation limit (based on the Target Egg Production / TEGOS model). Following this assessment each river is classified as one of:
- Open — harvest is permitted up to 31 August, after which catch-and-release only applies
- Catch-and-release (C&R) only — no retention of salmon or sea trout over 40 cm; barbless hooks are mandatory and worm bait is prohibited when targeting those fish
- Closed — no fishing for salmon or sea trout over 40 cm is permitted
This classification changes every year and is set in law by Statutory Instrument. A river that was open last season may be C&R this year, and vice versa. Always consult the current annual river list published by IFI before fishing any river for salmon.
Bag Limits
National and period bag limits are set annually. They apply cumulatively across all rivers and are not per-river totals. A single sub-limit may also apply per day or per trip. These figures change each year. Do not carry over limits from a previous season.
As of the 2026 Season (Subject to Annual Change)
The following reflects the position as of the 2026 season only. It will be superseded by new regulations for 2027 and should not be relied upon in any future year without verification.
- 72 rivers are open nationally for the 2026 season (32 fully open; 40 catch-and-release only)
- The national bag limit for the 2026 season is 7 fish in total, comprising salmon of any size or sea trout over 40 cm, with period sub-limits applying
- The Munster Blackwater is classified as catch-and-release only for 2026 under Conservation of Salmon and Sea Trout (Catch and Release) Bye-law No. 1024 of 2026 — no salmon or sea trout over 40 cm may be retained
- The Lower Lee and Bandon are listed as open with an optional harvest surplus for 2026; the Upper Lee is closed. Local permits, beat rules and the national period limits still apply

Brown Trout
Brown trout in Irish rivers and lakes are not subject to the State salmon rod licence, but permission or a permit for the water is required and a brown trout open season applies. The season typically runs from the end of February to 30 September, but check the specific rules for the water you intend to fish.
